The law as we know it has been replaced by Cyborg Executioners who are used for search and destroy missions. When Secret Service Agent Phillips (Wilson) is banned by his own people, he becomes the relentless Cyber-Trackers' next target. Also on their trail is his personal nemesis, fellow Secret Service Agent Ross.
